The Scripture
"And when the day of Pentecost was fully come, they were all with one accord in one place. And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting. And there appeared unto them cloven tongues like as of fire, and it sat upon each of them. And they were all filled with the Holy Ghost." (Acts 2:1-4, KJV)
"But ye shall receive power, after that the Holy Ghost is come upon you: and ye shall be witnesses unto me both in Jerusalem, and in all Judaea, and in Samaria, and unto the uttermost part of the earth." (Acts 1:8, KJV)
"And it shall come to pass afterward, that I will pour out my spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions: And also upon the servants and upon the handmaids in those days will I pour out my spirit." (Joel 2:28-29, KJV)
The Heart of It
Notice the posture of the disciples when the day of Pentecost was fully come. They were all with one accord in one place, waiting, just as the Lord had told them to wait. They did not summon the Spirit by their fervor or climb to Heaven by their effort. They gathered, and they waited, and then suddenly Heaven acted. A sound from the sky like a rushing mighty wind filled the house. Cloven tongues like as of fire came to rest upon each of them, and they were all filled with the Holy Ghost. This is the pattern of the whole Christian life in miniature: prepare, wait, and receive. The gift comes down; it is not dragged up.
And the fire is worth pondering. Fire in ordinary experience consumes, reduces, leaves ashes behind. But the fire of Pentecost did the opposite. It did not burn the disciples to nothing; it filled them and made them whole. It rested upon each one, personal and particular, not a distant blaze but a crown of flame settling on each head. Here is a fire that gives life rather than taking it.
Then comes the purpose, sealed in the words of Acts 1:8. Ye shall receive power, and that power is not for private comfort alone but for witness. The same Spirit who fills also sends, carrying the testimony of Christ out from Jerusalem to Judaea and Samaria and to the uttermost part of the earth. The descent of the Holy Ghost is the birth of the mission. A filled saint is a sent saint.
None of this was unforeseen. The Lord Jesus had promised, "I will pray the Father, and he shall give you another Comforter, that he may abide with you for ever; even the Spirit of truth" (John 14:16-17), and again, "the Comforter, which is the Holy Ghost, whom the Father will send in my name, he shall teach you all things" (John 14:26). And centuries earlier the prophet Joel had foretold the very outpouring, that the Lord would pour out His Spirit upon all flesh, so that sons and daughters would prophesy. This is the prophecy Peter stood and cited to the wondering crowd that morning. What fell at Pentecost was the fulfillment of an ancient word.
More Witnesses: Latter-day Scripture
The Book of Mormon records a scene that echoes the upper room with striking closeness. As the disciples prayed, they were filled with the Holy Ghost, and they were encircled about as if by fire, so that the very heavens bore witness to the presence that had come down upon them (3 Nephi 19:13-14). And Moroni closes his record with the promise that by the power of the Holy Ghost a person may come to know the truth of all things (Moroni 10:5). The same Spirit who filled the first disciples still teaches and testifies.
The Doctrine and Covenants names the Comforter's gentle work in words that suit the tone of this song. It speaks of the Holy Ghost that teaches the peaceable things of the kingdom, leading the willing heart into rest and understanding (Doctrine and Covenants 39:6). He does not come to overwhelm but to make His home, the Helper who keeps us from ever walking alone. Fire, Spirit, and power for witness are testified in every one of these voices.
How the Song Carries It
"The Holy Ghost Descends" begins in the upper chamber with a stirring and a wind that no one could explain, and it holds that mystery gently. The next line names the miracle of the fire directly, not a fire that burns to ashes, but a flame that makes you whole, drawing the very heart of the Pentecost image. The refrain lets the Spirit settle like a crown upon each head, the light we sought in Heaven come down at last to fill us now, brightened and enlightened, a fire that never ends, with the tender call to lift the face and receive Him.
The later verse gives the Comforter's true character, He does not come to overwhelm but to make His home, the Helper who keeps us from ever walking alone. And the closing lines carry the theme straight into Acts 1:8, and you shall have His power, from the heights to the far sea, a witness lit within you of all that you shall be. The song moves as the day of Pentecost moved, from waiting, to wind, to fire, to power for witness.
